MINUTES

Board of Directors Meeting
May 20, 2008

Directors present: Dane Lucas,Jeff Rolland, Collette Sellers, Constance Stumin, Gerard
Montgomery, Dave White and George Koury.
Meeting called to order at 5 p.m.

MINUTES:
Minutes dated 4/28/08 accepted unanimously.

REPORTS:

TREASURER: Treasurerʼs report - accepted unanimously.

MANAGER: Managerʼs Report presented status of building. Survey to be re-mailed.

COMMITTEES:

BUILDING: Progress of work provided; lawsuit discussed.
Caution: Do not e-mail concerning lawsuit.

SAFETY: Presented safety concerns.

ARCHITECTURAL REVIEW: They will re-survey storage on balconies. Garage plans submitted. Committee will get an architect to input and report to the Board (possible Special Meeting to be called).

PRESIDENTʼS TIME: Various concerns addressed in his report.

MOTIONS:
A motion concerning FCCI was presented and then withdrawn.
The next meeting is set for June 17, 2008 at 5 p.m. Meeting adjourned at 6:45 p.m.

MANAGERS MESSAGE

The Association is having collection problems for the first time in almost10 years! Anywhere from six to ten owners are falling behind in the timely payment of their monthly assessments. The Board has now set a firm policy to protect the Association in this matter. In addition to late fees and interest [8%], we will be filing liens on delinquent unit owners when they fall behind. The Board has instructed me to send a 30 day notice, 10 days after the due date. Within the 30 days after that, a lien will be filed against the unit, which may declare that all others due in that year will become due and payable. At a minimum, the lien will include all future assessments.

As of today, three have been filed, one is in foreclosure.

Since we are the only building using KABA keys, they are becoming very difficult to get. Replacement Keys are now $60 each, which will also help in the cost of a new entry system down the road.

As you enjoy the building and amenities, please remember that you are sharing with many other residents.. Shower sand off and dry off before entering the building and elevators.. Added summer guests make keeping the lobby clean a real challenge . . . wet floors cause accidents!

The City of Jax Beach has passed an ordinance prohibiting gas grilles with 20 lbs. or more gas tanks. The Fire Department is to be making periodic inspections and fining violators.

The Association is required by Florida law to maintain a roster of unit owners and all contact information, plus we need it to assure that non-resident owners receive notices, proxies and other correspondence. Please complete and return the attached form promptly.

Contractor is on overall track. Default filed against old Contractor. New painting specs are being worked on for 'like' bids.

SAFETY - Rod Montgomery

Working on Fire Panel lights. Repairing owner disconnected alarms at owner's expense. Lightning rod being inspected. Camera system being re-evaluated.

Continuing problems with 206. Investigating new entry system.

ARCHITECTURAL - Dave White & George Koury

Newly re-vamped Bldg Comm. Board recommendation.

Responsibilities for: Rules & Regs, Walkways, Lobby, Grounds, Balconies, Walkway, Planters. Utility rooms, Storage units & Entrances.

Architectural New Garage planter and/or removal design

ALL UNIT REMODELING MUST BE APPROVED BY THIS COMMITTEE

We are installing "shutoffs" in 11th Floor units for upper floors and finishing all "cleanouts" in 3rd Floor units. This will make common pipe repairs less costly and allow us to shut off water by stacks.

I found a great new cleaning service. Brodrick is the owner. They do a great job and the most reasonable I have found at just $60. I use them every other Thursday, and highly recommend them. CONCRETE & PAINTING

Finally, things seem to be on the right track for concrete completion. We have a very competent contractor and the work is progressing nicely on both the Building and Garage. He was to start on stacks 2-3-4, but did 5-6 first because of pool opening.

No decision has been made regarding the Garage planters; however, we are diligently working on making a decision on this, mainly from an Architectural standpoint. As you can imagine, there are lots of differing opinions on this matter. We are in the process of getting line-item bids from painting contractors. We will have a full 'none pro-rated' warranty for 7-10 years, according to which product we use.

The concrete work should be completed in about 30-45 days and we hope to begin the painting process immediately. DUE TO POSSIBLE PAINT OVERSPRAY POSSIBILITIES - CHECK LOBBY BOARD DAILY ONCE PAINTING IS BEGUN AND MOVE CARS AS REQUESTED!

IF YOU LIVE HERE, DO THIS YOURSELF. IF YOU DO NOT LIVE IN YOUR UNIT . . .PLEASE ARRANGE FOR SOMEONE, TO GO IN THE UNIT EVERY FEW WEEKS AT A MINIMUM AND FLUSH BOTH TOILETS, RUN WATER IN ALL SINKS AND SHOWERS VISUALLY CHECK THE WATER HEATER. PERIODICALLY, CHECK WASHER HOSES.

MOST OF OUR PIPE PROBLEMS ARE THE RESULT OF "NONE USE", AND BECOMES VERY EXPENSIVE AND INTRUSIVE.

PRESIDENT'S CORNER

We welcome 2 new Board Members, Dave White and George Koury. Both Michael King and Steve Bushman resigned the Board due to lack of time.

As you know, we are having increasing problems with plumbing, from planters, drains, supply lines and in-unit piping. Except for some remodeled units, it seems to be a never ending problem. The pipes, after all, are over 25 years old and most are copper or cast iron. We are looking into the best and least expensive fix; however, it will be an intrusive, time-consuming and expensive project. We have to remember that nothing except quick fixes have been done over the years AND it has become an expensive process just to keep up with these quick fixes. Additionally, the constant leaks cause lots of damage to surrounding units. We will keep you posted on this one.

MEANWHILE, YOU ARE RESPONSIBLE FOR ANY DAMAGE REPAIRS YOUR LEAKS CAUSE TO OTHER UNITS!

We are looking for a part-time employee to assist Ron. This is particularly important in the summer months. We are advertising in the Navy paper.

We are now ready to begin SPRING CLEANING. Please do your part by getting all clutter and stored items out of stairwells, utility rooms and walkways, plus anything in the store room down-stairs which is not in your own bin.

Root intrusive and climbing plants must be removed and overhanging ones cut prior to the painting. Constance is working on recommendations.

Believe me, the BOD is aware of all the disruption and expense; however, since little was done in the past, the building is old and we have no choice but to do these major repairs, just as each of us would if we lived in a house.
