SAFETY COMMITTEE

April 27, 2008

The first two items were on the December 1 report and remain unresolved.

1. Trouble lights on fire panel are still a problem and have not been fixed. The PA system has again partially failed.The alarm company tried and failed to resolve these problems. They will try again. We may have to switch service companies. I am waiting for aproposal from an alternate provider.

2. Some owners have disconnected parts of the alarm system. Management will re-connect or re-install the missing components.

3. A police presentation on neighborhood watch is being set up.

4. Lightning rods on roof are being inspected.

5. Camera system is being re-evaluated - camera placement, monitor, service contract.

6. A committee is investigating new doors and/or keys.

7. Guests in 206 have caused concern to residents; rocks being
thrown at the building at 3 in the morning, front door being propped
open and left at 7 a.m. The owner has been called and written to.

MINUTES

PELICAN POINT CONDOMINIUM ASSOCIATION, INC.
Board of Directors Meeting
March 31, 2008

Directors present: Dane Lucas,Jeff Rolland, Collette Sellers and Constance Stumin
Absent were: Steve Bushman, Gerard Montgomery and Michael King

MINUTES:
There was no motion made to approve minutes. Directors could not resolve differences on wording, corrections and or additions.

REPORTS:

TREASURER: Monthly dues are short by $5,600 at the end of March - we have 5 delinquent owners.

MANAGER: Important to note that our new documents assign damage responsibility to the owner where the damage originates.

BUILDING PROJECTS: Jeff Rolland reported that Intron Technologies is slightly behind schedule. We are keeping AES and engineer will visit at least twice perweek and issue written reports. A Benjamin Moore Paint Company consultant is finalizing coating specifications but no waterproofing expert is onboard.

UNFINISHED / CONTINUING BUSINESS:

Building repairs and painting - covered by Building Projects Committee chairperson. Nothing voted on.
Garage Planters - there was considerable discussion but no consensus as to what should be done. Nothing voted on.

NEW BUSINESS:
Water leaks and new Documents - The amended and restated governing documents assign responsibility to the owner who damages the property of another owner.
Skyway Lien: The Board will consult legal counsel and follow the
recommended action.
The next meeting is set for the fourth Monday in April. Meeting adjourned.

Personnel – no action on PM recommendation

Administration

1. Lienor Thyssen Krupp offered to reduce lien settlement to $10,830.26. PM believes that PPCA should only pay $6,671.45. This represents the period of time equipment was on jobsite (through the end of September, 2007).

2. No progress or movement on the settlement offer to Mr. Seth #1203.

3. Does the Association really need a $300 per hour attorney? Paul Wean increased his hourly rate to $180 per hour. Lee Haramis with Marks & Gray is probably around that hourly rate.

4. Pertinent sections of the new governing documents should be emphasized to the owners to educate them, especially where there are significant changes. Example: the Association has the power to declare the monthly assessment for the entire year due and payable on delinquent accounts!

Building and Property

1. There have been three water supply line leaks the past ten days in the following units: #501, #406 and #704.

2. The cost estimate from Miller Interiors to demolish and rebuild the perimeter wall on top of the garage is $186,000. This quote is now about five months old. The Association may want to do one side at a time. See copy of proposal.

3. Control module on north elevator replaced on Thursday, 3/27/08. This device malfunctioned from time to time.

4. Stucco delamination is very apparent where applied on formed concrete columns and beams on the garage. Intron Tech, Superintendent Randy opines that contractor did not use a bonding agent prior to application of stucco.

5. Point of information – The double-tees do have rebar in them as well as strand cable.

6. Sherwin Williams has a product called UltraCrete that is a textured masonry topcoat. This may be suitable for the underside of the new concrete balcony segments.

7. Professional Restoration, Inc. recommends that the palm trees, shrubs and soil be removed from at least one of the concrete planters to further investigate the water intrusion. This should also be done in the perimeter planters for at least 20 feet in order to develop options to solve the problem.

8. Suggest that we paint test areas of breezeway / west walkways to determine the "best color" for the deck.

MINUTES

Board of Directors Meeting
March 11, 2008

Directors present: Dane Lucas,Jeff Rolland, Collette Sellers,Constance Stumin and
Steve Bushman. Absent were: Michael King and Gerard Montgomery

Issue: Should the Association get bids on all painting and waterproofing items or just
those items not under contract already?

Board Consensus: The Association needs a detailed description of the job/scope of work prepared by a “Waterproofing Consultant”. Once that is done, painters can be contacted to obtain quotes/proposals/bids.

Issue: Stucco De-lamination - There is no easy way to determine how much stucco is not attached to the substrate. Tapping with a hammer is as effective as anything else.

Board Consensus: Waterproofing Consultant could do this. One company should make
stucco repairs. It should probably be the company that does the painting.

Issue: Garage Planters - The Building Committee has not considered the matter. The Association needs a plan for fixing the Garage. An architect and engineer may be needed to identify and provide solutions.

Issue: What action, if any, to take with regard to the signed contract with Halbert Waterproofing?

Consensus: Halbert is still a candidate for the coating work and can bid/quote on new specs.

Issue: Do we need a Construction Manager? (someone to oversee the work). It would be desirable but identifying or locating someone may be difficult.

Consensus: The objective is to get the work done as soon as possible as specified. Oversight and communication needs to be improved. The directors and attending members discussed a variety of issues/topics until the meeting adjourned.
